The Northmavine community is the most peripheral on the mainland of Shetland and covers one of the largest geographical areas, stretching from Mavis Grind in the South to North Roe in the North and Eshaness in the West. The population of 841 is located around four main settlement areas; Hillswick, Ollaberry, North Roe and Sullom.

There is little in the way of community facilities and services and there is a perception within the area that it is neglected and forgotten. Northmavine has less obvious barriers to development than, for example, an island of the main land of Shetland , however, the community is not yet involved in any activity that could reveerse decline. This can, in part, be attributed to a lack of target support for the area and a lack of community capacity to deal with the decline.

The population in Northmavine is in decline. A high dependence on facilities and employment out with the area is likely to reduce ties and commitment to Northmavine. People’s expectations of accessibility and the quality of facilities and services are increasing all the time. If Northmavine fails to live up to these expectations, particularly as facilities close, the population that already commute out of the area for work and social activities may increasingly decide to relocate.

The economic and social infrastructure is in steady decline and is undoubtedly in need of regeneration activity. The lack of capacity within the community and the uncoordinated and small scale interventions of the public agencies is a significant cause for concern. Without a new and intensive focus on the area, that supports the community to build up its own capacity and develop ideas, it is likely that not only will decline in Northmavine continue but that it will accelerate.
