\par The Bays area is the rugged coastline of East Harris, stretching from the village of Dieracleit at its most Northerly point, including all the bays, to Rodel village at its southernmost point.

\par This is a place, which is spectacularly beautiful, and where the environment on land and at sea remains wonderfully unspoilt. Crofting and fishing continue to underpin the employment and community structure.
\par 
\par The population numbers some 300 people of whom 60 are children and young peop
le and 75 are over the age of 65. The population has shown a steady decline over many years. Like other Western Isles communities a high quality education has educated large numbers of young people who have then had to leave the area for employment elsewh
ere. The local population is regularly boosted in a modest way, by people moving into the area from elsewhere in Britain, attracted by what they perceive as a high quality of life.

\par The main sources of employment are; the care services, construction work, fishing, fish farming, and tourism. Over half of those registered as out of work are long\endash 
term unemployed. There is a very strong desire to create opportunities that will encourage economically active young families to remain in, or move into the area. Tou
rism and fishing were highlighted in the recent appraisal as the two sectors, which should be prioritised for public investment.

\par Our greatest assets are our 
community and our rich cultural heritage. We believe that this has sustained us through generations of adversity and we want others to move into the community and share its riches. We are, however, at a milestone and the future of our community is depende

t on some action now. The Bays of Harris Association and the Bays of Harris Charitable Trust have been established to develop these actions and this Development Plan and the accompanying Action Programme will be the tools which we will use to work with ot

\par In 1998 the then Scottish Office announced a new development initiative aimed specifically at some of the most economically and sociall
y vulnerable communities in the Highlands and Islands. The Bays of Harris were included in this first announcement of areas to be targeted by Iomairt aig an Oir  (Initiative at the Edge). The aim of the initiative is to allow communities and local agencie
s to work together to identify priorities for action and to implement workable solutions.

\par The Bays of Harris Association and its sister company the Bays of Harris Charitable Trust are community based companies formed to further the aims of Iomairt Aig an 
Oir by progressing projects which contribute to the economic and social development of the area.  It is intended, however, that these associations will have a life beyond the temporary life of any project or initiative and that the priorities for action n
ow being identified will lay down the foundation for a development programme that runs long into the future.
